I come from a farming family / (we built leveee system in Sacramento) / the people coming across the borders are not migrant workers. This IS an invasion, and no other country on the entire planet would allow this. People would let their feelings be known. We cannot, as our own country has turned against us.

On Monday, the Pentagon authorized the transfer of funds to Army engineers for projects along the border, which include building 57 miles of 18-foot-high fencing, constructing and improving roads, and installing lighting in support of Department of Homeland Security and Customs and Border Patrol.

That is the $64,000 Constitutional question. When Congress appropriates funding to any department, it is very detailed. They don't simply say, "Pentagon, here's $150 billion, spend it wisely." The entire $150 billion is appropriated in detail. If Congress appropriated $10 billion for X number of helicopters, the Pentagon can't decide to buy 1/2 the number of helicopters, and spend the money elsewhere. If they feel the need to shift funding, Congress must approve the transfer.

In fairness I have no idea how an Emergency declaration affects this.

Think of this scenario. In the future a Democratic President declares a national emergency due to overpopulation and decides to take 1/2 of the military budget and build abortion clinics in every neighborhood. You okay with that?
