That type of legislation is going to end up putting a lot of blacks in jail. They call the police on blacks more than whites I'm sure. Stupid legislation. It's a civil violation, so there would be a fine and possible lawsuit, not jail time, but it won't affect blacks reporting other blacks. It will be selectively enforced. If I witness some suspicious activity but can't prove what is happening is illegal, I'm far less likely to report it under such a law than I would be if I didn't think I might be sued for it.
