So what it looks like is that the 'dominionvotingsystems.com' zone file has an 'A' record in it with the IP set to 45.195.162.194.

Well, what the guy found is that there is another DNS zone for a Chinese company that has an A record that points to the same exact webserver IP.

The interesting thing here is that if a 'client' tries to connect to that webserver using HTTPS, it would first have to complete an SSL handshake to encrypt the connection using the SSL certificate that's on the server, which has to match the domain name that the client intends to eventually make their HTTP request for (or the client will immediately terminate the handshake) BEFORE the client actually sends their HTTP request to the server.

This means the SSL handshake has to be completed with a valid SSL certificate for that websites domain name before the webserver can see the clients encrypted HTTP request which contains the Host header with the domain that the client is making a request to.

It could be that the server at IP 45.195.162.194 is configured to use the SNI (Server Name Indication), which would allow the client to communicate the domain that its attempting to connect to so the webserver could chose the right SSL cert for the right domain to send to the client in order to perform the SSL handshake. In that case it could be just a shared web hosting environment.

But, that's a strange place for Dominion to be buying shared web hosting space!
