The pump has to be on to get the water through the system. That's why you fill the tub and pot and pans befor power goes out. No power=no water, unless you are OFF GRID.

Everyone listening to this: Do not play Mr. chemistry expert. Boil your water. Basic tips here. You can take a pot and take a Bunson burner and boil a pot of hot water from a lake. Or if you have snow you can put it in the pot and melt it. but it has to come to a boil before you can consume it. And even if you do consume it don't do any more than you absolutely have to rain water has metals and other crap in it. and you really should run it through a filter after boiling it.
