Atom-Boy (OP) User ID: 13269131 Japan 04/10/2012 04:03 AM Report Abusive Post Report Copyright Violation | Tensions run high over restart of Japan's nuclear reactors Japanese utilities now depend more on thermal power because they have been unable to restart their idled reactors because of growing public concerns about nuclear power since the accident at the Fukushima Daiichi Nuclear Power Station. The plant was hit by a magnitude-9 earthquake and tsunami on March 11, 2011, which caused meltdowns at three of its six reactors and left it leaking radioactive material into the environment. Those who have opposed the reactor restarts argued the government has not completed the investigations of the causes of the Fukushima accident, the world's worst since Chernobyl in 1986. On Monday, Prime Minister Yoshihiko Noda and other ministers concerned confirmed the safety of the two reactors at the Oi plant for the reactivation. They were expected to talk to local government leaders to get their consent. Noda said in December that the Fukushima plant had been brought under control, but recent reports from its operator, the Tokyo Electric Power Co, suggested precarious situations at the complex could get worse. The operator said in late March that the radiation level inside an outer containment vessel of one of the reactors stood at an extremely high level, indicating the existence of radioactive material from the melted fuel there. --- The government had long deceived the public about the safety of nuclear power generation, Nakajima charged. If they ensure the safety of nuclear power plants, "why did the government build them in places like Fukui and Fukushima, which are far from major cities?" Nakajima asked. [link to www.timeslive.co.za] Ministers basically confirm safe to restart Oi reactors Prime Minister Yoshihiko Noda and three ministers confirmed Monday that two idled reactors at Kansai Electric Power Co.'s Oi nuclear power plant basically meet the government's safety standards for the resumption of operations, industry minister Yukio Edano said. But the ministers will further examine the reactors' safety and discuss if their restart is really necessary by checking projections for electricity supply and demand this summer at their next meeting, Edano said after the day's meeting. Their evaluation of the safety of the Oi plant's Nos. 3 and 4 reactors comes as Noda, Edano and two other ministers have been meeting frequently to consider approving their reactivation ahead of May 5, when the only nuclear reactor currently operating in Japan is due to go offline for routine checks. Since the nuclear crisis at Tokyo Electric Power Co.'s Fukushima Daiichi power plant, no Japanese reactors have resumed operation after being shut down for mandatory periodic checks, and the two Oi reactors are the first being considered by the four ministers for possible resumption. Edano said at a press conference that the ministers judged that a medium- to long-term timetable for the implementation of nuclear safety measures, submitted by Kansai Electric earlier in the day as a step to resume the two reactors' operation, clears the government's standards. "But since this is a very important matter, we decided to further discuss the matter to check if we missed anything," Edano said. The Science Council of Japan said if decontamination work doesn't continue, some residents would likely be exposed to more than 100 millisieverts of radiation in a 30-year span, The Yomiuri Shimbun reported. That level increases the risk of death from cancer by 0.5 percent. --- If residents return to their homes when the annual radiation exposure level drops to 10 millisieverts and decontamination work doesn't continue, the residents would likely be exposed to more than 100 millisieverts over 30 years, the council said. [link to www.upi.com] Wildlife thriving after nuclear disaster Radiation from the Chernobyl and Fukushima nuclear accidents may not have been as harmful to wildlife as previously thought. New research by Professor Jim Smith, of the University of Portsmouth, and colleagues from the University of the West of England has cast doubt on earlier studies on the impact on birds of the catastrophic nuclear accident at Chernobyl in April 1986. Their findings, published in the Royal Society journal Biology Letters, are likely to also apply to wildlife at Fukushima in Japan following its nuclear disaster in 2011 and represent an important step forward in clarifying the debate on the biological effects of radiation. --- “We can’t rule out some effect on wildlife of the radiation, but wildlife populations in the exclusion zone around Chernobyl have recovered and are actually doing well and even better than before because the human population has been removed.” Until now, scientists had thought radiation had a dramatic effect on bird populations following the Chernobyl disaster because it had caused damage to birds’ antioxidant defence mechanisms. But Professor Smith and colleagues have, for the first time, quantified this effect. Their study modelled the production of free radicals from radiation, concluding that the birds’ antioxidant mechanisms could easily cope with radiation at density levels similar to those seen at Chernobyl and Fukushima. Many owners remain unknown because license plates and other forms of identification were lost, while auctioning off unclaimed vehicles is a lengthy process. Thirteen months after the tsunami caused by the March 11 magnitude 9.0 quake devastated the northeast and ignited the Fukushima nuclear crisis, the land used as storage space in the prefectures remains filled with piled-up vehicles. --- The Automobile Recycling Law stipulates that local governments must obtain the consent of owners to scrap damaged vehicles. Atom-Boy (OP) User ID: 13269131 Japan 04/12/2012 07:24 AM Report Abusive Post Report Copyright Violation | EPRI report examines Fukushima accident The EPRI report, released 10 April, examines the underlying technical factors that lead to the loss of critical systems at the Fukushima Daiichi reactors following the earthquake and tsunami in Japan on 11 March 2011. The report reviews the plant’s design basis for seismic and tsunami events, examines its response capabilities with respect to seismic and tsunami events, and then compares the plant’s design capabilities with the actual events in March 2011. The analysis traced the flooding and submergence to the significant difference between the tsunami height the plant was designed for and the one that impacted the plant. “That difference limited the ability of tsunami protection and mitigation measures to effectively address the event,” EPRI said. Atom-Boy (OP) User ID: 13269131 Japan 04/12/2012 08:49 AM Report Abusive Post Report Copyright Violation | Fukushima Daiichi Accident – Technical Causal Factor Analysis Abstract On March 11, 2011, the Fukushima Daiichi nuclear power plant experienced a seismic event and subsequent tsunami. The accident and the ensuing mitigation and recovery activities occurred over several days, involved a number of incidents, and might provide several opportunities for lessons learned. The objective of this report is to determine the fundamental causative factors for the loss of critical systems at the Fukushima Daiichi reactors that resulted in core damage and subsequent radioactive release. The analytical approach used structured event information to support the identification of causal factors; this information can be used in root cause analysis and corrective action determinations. The technical analysis traced the cause for the eventual loss of all practical cooling paths for the reactors to the tsunami's flooding of the plant protection. Specifically, the analysis identified the significant difference between the design basis tsunami height and the actual tsunami height, as well as the limitations of beyond-design-basis tsunami protection or mitigation that could address the effects of the actual event. From a causal analysis perspective, these were caused by a methodology that specified that the rupture of combinations of geological fault segments in the vicinity of the plant need not be considered in establishing the design basis tsunami height. The tsunami that occurred was caused by a combined rupture of multiple fault segments. Atom-Boy (OP) User ID: 13269131 Japan 04/15/2012 08:14 AM Report Abusive Post Report Copyright Violation | TOKYO: Japan's plan to restart two offline nuclear reactors came under fire today from media and environmental groups amid doubts over the safety of atomic power after the Fukushima accident. "It is hard to understand why the government is in such a haste to restart the reactors," the major daily Mainichi Shimbun said in an editorial, adding that more thorough checks were needed to ensure safety. The government of Prime Minister Yoshihiko Noda announced on Friday that it was safe and necessary to restart the reactors at the Oi nuclear power plant in western Japan, which could help prevent power shortages in the summer months. Only one of Japan's 54 reactors -- in northernmost Hokkaido -- is in operation at present, but it is scheduled to be shut down for maintenance work in May. [link to economictimes.indiatimes.com] Japan may be 'momentarily' without nuclear power Japan may go "momentarily" without nuclear power next month when the only one reactor still in operation shuts down for maintenance work, the country's industry minister warned Sunday. Yukio Edano made the comment as the government prepared to restart two offline nuclear reactors amid criticism from media and environmental groups sceptical over the safety of atomic power after the Fukushima accident. "The number of nuclear reactors operating across the country may go down to zero, perhaps momentarily, from May 6," he said in a seminar in Tokushima, western Japan. The government of Prime Minister Yoshihiko Noda announced on Friday that it was safe and necessary to restart the reactors at the Oi nuclear power plant in western Japan, which could help prevent power shortages in the summer months. Only one of Japan's 54 reactors -- in northernmost Hokkaido -- is in operation at present, but it is scheduled to be shut down for maintenance work on May 5. But it was not certain if and when the government could gain approval from regional authorities around the Oi plant for the reactors to be restarted amid persistent public distrust. ------- Edano on Saturday called on the governor of Fukui, where the Oi plant is located. The governor, Issei Nishikawa, did not give an immediate response to his request for approval of the plan. But the major daily Mainichi Shimbun said Sunday: "It is hard to understand why the government is in such a haste to restart the reactors." My overall impression is that without decisive intervention from the central government, the do-it-yourself approach to survival is the only one that really works. God helps those who help themselves, after all. You don't need to be a believer to agree, but who knows, perhaps a touch of faith might help. One year has passed since the nuclear accident at Fukushima, and very few things seem to have improved — or even changed, for that matter — since last March. I am among those who initially believed the reassuring words of those people who, sometimes in good faith, downplayed the risks of possible radioactive contamination. Also, as my family lives in Yokohama, I rather naively felt that we were a safe enough distance away from the crippled Fukushima No. 1 nuclear plant. I began to suspect something was wrong when I heard about groups of parents who were organizing in the Kanto region to put pressure on the government and local authorities to come clean about the true extent of radioactive ......... The finding suggests that radiation released from the Fukushima No. 1 nuclear plant, or stress related to it, has probably not seriously affected the physical or mental health of pregnant women in Fukushima. "Of course, we didn't believe the rumor, but we just wanted to confirm that it was groundless," said Fukushima Medical University professor Keiya Fujimori, who led the survey team. --- They found there were about 10 miscarriages and about 18 abortions per 100 pregnancies, essentially the same rates as before the quake, he said. The national average for miscarriages is about 10 percent. And although 18 percent is higher than the national average for abortions, Fukushima's rate has tended to be higher than other prefectures, he added. [link to www.japantimes.co.jp] Modeling nuclear radiation After an earthquake and tsunami damaged the Daiichi nuclear power plant in Fukushima, Japan, on March 11, 2011, an unknown quantity of radioactive material was released into the surrounding air and sea. NCAR scientists and their Japanese colleagues are working to get a better picture of radioactive fallout from the event. By assessing the fuel rods that melted during the event, scientists and engineers are approaching a consensus on the total amount of radioactive material released from Daiichi. What remains unclear, however, is how much ended up on land and how much in the sea. The complexity of the disaster—which included multiple explosions and continuous release, along with rainfall during the incident—complicates any estimates. [link to www2.ucar.edu] G.Y.!B.E. |
