This is disturbing because they aren't sure why it is happening.
Some point to increased detection tech....
but the increase in developing countries without
the tech. seems to discount that explanation.

Fukushima town estimates children's exposure doses

A town near the Fukushima Daiichi nuclear plant has started examinations to estimate the radiation exposure of young residents during the initial phase of the nuclear accident at the plant in March 2011.

Namie Town is between 5 and 30 kilometers from the crippled plant. Many of its residents evacuated to northwestern areas of the town just after the accident without knowing that radiation levels were high there.

In response to residents' health concerns, the town on Tuesday began checkups for residents who were 18 or younger at the time of the accident.

Tokyo makes push to win back radiation-wary German tourists

FRANKFURT — Two years after the Fukushima nuclear disaster, Japan is making a big push to win back German tourists, who are still avoiding the country because of concerns over radiation.

Visitor numbers from Germany, the world’s biggest spenders on foreign holidays in 2011, fell 35% between 2010 and 2011, and in 2012 did not recover as much as other markets, Tokyo tourism officials said in Frankfurt.

“After the earthquake, business travellers came back fairly quickly, because business will not wait. But tourists are still cautious,” said Hiromi Waldenberger, a tourism representative for Tokyo based in Germany.

New safety standards to clearly ban reactors above active faults

Japan's Nuclear Regulation Authority decided Tuesday to stipulate more clearly as a safety requirement that reactors must not be built directly above geologic faults that could move in the future.

The current guidelines, crafted before the 2011 Fukushima Daiichi complex disaster, employ indirect wording to rule out the placing of important facilities above active faults, saying regulators do "not expect" such a situation.

Japan and EU start assembling experimental nuclear fusion device

The Japan Atomic Energy Agency and the European Union on Monday started assembling an experimental nuclear fusion device at the agency's research facility in Naka, Ibaraki Prefecture, aiming at starting operation in 2019.

A major upgrade to an experimental device that operated until 2008, the JT60SA incorporates parts developed in Japan and Europe, such as coils for confining the plasma required for fusion. Nuclear fusion reactions take place in the sun and the enormous energy emitted by the reactions can be used for power generation.

Japan may have to change decontamination efforts after labor shortages

Decontamination efforts in the wake of the Fukushima Daiichi nuclear disaster are facing serious problems, most of which seem to be of their own creation.  In reality, the decontamination efforts to date have been relatively ineffective, and as some argue, a complete waste of tax funds.

This week, according to the Fukushima Labor Bureau, only 10% of some 1,800 jobs offered for decontamination work were filled.  The labor ministry attributes the low numbers to fears over radiation exposure and low pay.

Belgian and German Electricity Systems Keep Lights on Despite Nuclear Turn-off

Freezing temperatures in both Belgium and Germany have put both countries’ power systems to the test this week, but neither country has experienced electricity blackouts despite the lack of nuclear power.

Two of Belgium’s seven nuclear reactors — Doel 3 and Tihange 2 — were switched off this summer, following the discovery of cracks, cutting 2,000 MW of electricity-generating capacity from Belgium’s electricity network. Even without this nuclear capacity online, the network survived this winter’s peak electricity demand of 13,166 MW on 17 January, L’Echo, a Belgian newspaper, reported.

Abstract

Based on prefecture-level panel data from Japan for 2010 and 2012, this paper investigates how the 2011 Fukushima nuclear accident influenced the body mass index (BMI) of students aged between 5 and 17 years old.

A differences-in-differences approach was used to show that (1) students’ BMIs reduced across Japan from 2010 to 2012 and (2) compared with other prefectures there was an increase in the BMIs of primary school students aged 5–11 years old in Fukushima as a result of the Fukushima accident.

These findings suggest that restrictions placed on outdoor exercise as a result of the nuclear accident in Fukushima prevented primary school children from burning calories consumed; in other areas a reduction in the use of air-conditioning increased the burning of calories.

In the 18 months since the disaster at the Fukushima Daiichi nuclear power plant following an earthquake and tsunami, as Japan's other nuclear reactors shut for routine maintenance, popular opposition kept them from restarting. The country entered the summer of 2012 with all its nuclear generators shuttered. With a fourth of its pre-Fukushima power supply gone, blackouts were expected, especially in the country's western region.

Surprisingly, that did not happen. The electric utilities got through the air-conditioning season primarily because consumers sacrificed their comfort, but luck also played a role, according to Toshiya Okamura, an executive with Tokyo Gas Company and a visiting scholar at Stanford University's Precourt Energy Efficiency Center.

"People did everything they could," said Okamura. "To minimize air conditioning, they raised thermostats in homes, offices and stores to 83 degrees Fahrenheit, as the government asked. They set every appliance and electronic device to the most energy-efficient settings. They kept the lights off as much as possible. Escalators were shut off."

It worked. While government forecasters expected voluntary reductions in consumption to shave peak demand by about 6 percent, in fact, residents and businesses cut about 11 percent, according to government analysis.

"There was some pure luck, too," said Okamura, whose permanent position is running Tokyo Gas' renewable energy and energy efficiency programs. "Western Japan had very heavy rains in May and June, which gave us extra hydropower all summer. Also, at any given time you expect about 5 percent to 8 percent of your fossil-fired generators to not be working because of some mechanical problem. On the hottest day for Osaka, that region had zero generators off line. And for the country overall this summer, very few generators were out of service."

In July, a governor in the western region, which includes Osaka and Kyoto, approved the restarting of two nuclear reactors despite popular opposition. The debate was so intense, however, that no other governor has been willing to review further restarts. In the Tokyo area, where summer supply shortages hit in 2011, the Fukushima operator – Tokyo Electric Power Company – ramped up fossil fuel-fired output to help overcome the nuclear shutout. Other electric utilities have yet to secure alternatives to nuclear power.

Police seek more funds to guard nuclear plants

Japan's National Police Agency plans to more heavily equip officers guarding nuclear power plants to raise preparedness for possible terrorist attacks.

The agency is requesting nearly 20 million dollars for the next fiscal year to buy more machine guns and bullet-proof vehicles to improve security at nuclear plants.

The requested amount is almost 4 times the budget for the current fiscal year that ends in March.

Background checks mulled on nuclear power plant workers

Japan's Nuclear Regulation Authority said Wednesday that a panel to be set up to discuss nuclear security issues will weigh the possibility of introducing a system to investigate the backgrounds of nuclear power plant workers.

The panel, to consist of NRA Commissioner Kenzo Oshima and outside experts, is likely to study ways to check if workers have a criminal record, a dependency on drugs and other issues in the hope they avoid hiring individuals that could get involved in terrorist acts.

Fetuses and calves had radioactive materials concentrations up to 1.5 times higher than the adults. The calves had been born, and the fetuses conceived, after the disaster.

In the event of a nuclear Armageddon, don’t eat the steak. Radioactive elements collected most heavily in the cattle’s skeletal muscle.
