The Ambassador was running guns for O to give to Libyan rebels. He was either in Benghazi to find them/get them back/trade them, something!

The "plausible deniability" for O was that HE KNEW Stephens was gay so he sent HIM to Benghazi, and therefore, IF he needed him killed in order to "hide" what he was really doing there, it would happen, b/c (supposedly) Muslims are very anti-gay.

But this particular op wasn't supposed to result in him dying (at least not on 9/11). He was supposed to be taken hostage and held until the blind Sheik was freed. Then O would go in "like he did with bin Laden" and rescue Stephens - whatever the price (iow: whoever else died).

My very UNeducated guess is that the rebels did not want to "play" this game, and double-crossed O. Why? I don't know, but I'm sure it has something to do with NOT trusting him to do something he had agreed to do, but they didn't beleive he would do for them.
