You are precisely right. While most are looking outward for the change, the real change is internal. It is about individual evolution, how each and everyone now perceives himself and the world around them. It is a window that shows people the true nature of reality and how each and everyone of us have actually gone through the assembly line to be products of society with labels on us. People don't have the faintest idea of who they truly are. We are not our names, careers and did not even invent the language we speak in for us to know that what we say and think actually mean what they do. Society is our extended mind and we are little more than monkeys thought how to do a few tricks. These are the revelations coming for those who are open, the rest might see nothing and fight the changes. You can also trust the govt. to exercebate the situation by creating chaos in these times with the tinderbox of Syria, Iran, China etc. to cause more confusion and paranoia. All these crisis seemed to be contrived for this moment and they will make any excuse and all excuses to get something started.

But if the government knew the world was ending, would they tell?

Secondly, since they sort of live by the religious doctrine of xtianity which says no one knows when anything will happen, how can they be so sure that nothing will happen on this date? How can they rule out any date for that matter. People are actually right to have such fears, thanks to the state sponsored religious indoctrination. According to them, can we now throw away the age old religious beliefs out of the window now?

When you actually think about it, this move by the government is no more than a big contradiction of what they have made people to believe in. And this makes it the third body trying hard to calm people down about 2012. First it was the pope, then NASA and now the government. Why are they trying so hard? Just watch them make Syria explode, probably a mega false flag and watch the worldwide panic.
