There is exactly nothing unusual about state governments restricting non-essential vehicles from road travel during severe winter storms. Connecticut does it all the time. It's to ensure that accidents and stuck vehicles don't obstruct the roads, preventing emergency vehicles from helping people. I should think you'd be pretty upset if an ambulance couldn't get to your mom's house because some twit coming home from the bar got stuck with his car blocking the road.

My question is this:

If you have a vehicle capable of tackling the amount of ice and snow, why would you stop to be arrested by a cop who has a vehicle that is probably not up to the task?

Wake up! Typically in these "major storm" situations they close the roads...I've NEVER heard of a travel ban being implemented with threats of jail and fines.
They always have the right to close the roads anytime they choose...and they do! But the roads aren't closed...they're restricting the people.
