I remember back in New Jersey you could only have 3 rounds in a shotgun for deer, and most shotguns held 5 rounds, so you could put a "dummy" insert in there that was as long as 2 shells and then it was legal to hunt with, so maybe... Its really total registration theyre going for with this, because universal background checks cannot be enforced without a total registry. There is no way to know if someone violated the UBC law with out a registry of firearms to follow the flow of ownership of each firearm, and therefore there is no way to enforce a UBC system without a registration system. |
