Let me preface what I'm about to say with the fact that there is no prohibition to self-defense in the Bible. Additionally, I don't recognize extreme doctrines of pacifism, which many evangelicals hold to.

That being said, you need to account for everything God says in His Word to understand it. The "whole counsel" of God is necessary to understand what God's will is.

You may want to note how Paul handled the civil authorities. He, like Jesus, entrusted himself to them explicitly knowing God works through civil authorities.

If Satan had his way completely, there would be no civil authority whatsoever, no rule of law. It is by God's grace alone that there are civil authorities in the world whatsoever.

However, we can all readily recognize some civil authorities are more godly than others. This is because of freewill.

God will give the people the civil authority their freewill decides, meaning the more godly the people (note I said godly, not Christian), the more upright civil authority they will have over them.

Communities that have an ungodly majority will end up with a civil authority that is an absolute terror, as that's how God will deal with their lawlessness.

Note what Paul said. He essentially said that if you do good, you won't have to worry about the civil authorities. If you chose to be wicked and lawless, the civil authorities will be merciless to the wicked people in order to restrain them.

Every heart in every community gets a vote. This is why nations who are godless have the most corrupt governments.
