I tbink Chernobyl was different than Fukushima was that there was sand stored around to the rod vessel. The corium mixed with the sand,maybe keeping the escaped fuel from leaving.The plant had a concrete slab built under the reactor to try and catch possible leaking after the accident. 5* thread

Water causes corium to get hotter,so basically it still is a nuclear plant,just not driving turbines or controllable. No control rods or containment vessel.
