Fukushima leak is 'much worse than we were led to believe'

Some 1,000 tanks have been built to hold the water. But these are believed to be at around 85% of their capacity and every day an extra 400 tonnes of water are being added.

"The quantities of water they are dealing with are absolutely gigantic," said Mycle Schneider, who has consulted widely for a variety of organisations and countries on nuclear issues.

"What is the worse is the water leakage everywhere else - not just from the tanks. It is leaking out from the basements, it is leaking out from the cracks all over the place. Nobody can measure that.

TEPCO: 30 trillion becquerels leaked to sea

The operator of the crippled Fukushima Daiichi nuclear plant says 30 trillion becquerels of radioactive strontium and cesium may have leaked into the sea since May 2011.

The figure is dozens of times higher than agreed limits, despite excluding the first 2 months of the crisis, when discharges were highest. The crisis was triggered by the March 11, 2011 tsunami and earthquake.

The new estimates are included in a Tokyo Electric Power Company report on the ongoing leak of contaminated groundwater into the sea. The report was released on Wednesday.

The company says up to 10 trillion becquerels of strontium and 20 trillion becquerels of cesium have leaked into the sea since May 2011.

The total is hugely beyond TEPCO'S in-house annual emission limit of 220 billion becquerels -- under normal circumstances.

High radioactivity found on 2 tanks

The operator of the Fukushima Daiichi nuclear power plant has detected high levels of radiation on the surface of 2 tanks storing radioactive wastewater.

Tokyo Electric Power Company made the discovery on Thursday while checking about 300 tanks for leaks. TEPCO revealed on Monday that one tank leaked more than 300 tons of highly radioactive water.

The tanks are of the same type, made from steel plates bolted together rather than welded.These tanks are considered more vulnerable to leaks.

Radioactivity of 100 and 70 millisieverts per hour was measured on the joints of 2 tanks.

Workers checking 300 water tanks for more leaks at Fukushima plant

TOKYO — Workers at Japan’s crippled Fukushima Daiichi nuclear nuclear plant on Thursday scrambled to check hundreds of tanks storing highly radioactive water, after one sprang a leak that is feared to have seeped into the Pacific.

Around 300 tons of toxic liquid was believed to have escaped from one of the tanks that hold water used to cool the broken reactors, while operator Tokyo Electric Power Co (TEPCO) warned some of it might have flowed into the ocean.

“We are hurriedly checking if some 300 tanks of the same type holding contaminated water have the same leak problem,” a TEPCO spokesman said.

“We have finished pumping out water from the troubled tank, while we have continued removing the soil soaked by the water,” he said.

“We cannot rule out the possibility that part of the contaminated water flowed into the sea,” he said.

All fisheries off Fukushima to be suspended amid leak at nuclear plant

All fisheries operations off the coast of Fukushima will be suspended for an indefinite period as a local fisheries cooperative said Thursday it will stop its trial operation that has continued for more than a year amid signs of further contamination stemming from the crippled Fukushima Daiichi nuclear power plant.

The move by the Soma Futaba fisheries cooperative covering the northern part of the prefecture follows a decision by another cooperative covering the southern part to give up on a plan to resume fisheries business from September.

Local fishermen have been finding it difficult to continue fishing, even though the trial operation limits the area of fishing and only allows products confirmed to be safe to be shipped, after plant operator Tokyo Electric Power Co. admitted in July that contaminated groundwater is flowing into the sea from the stricken nuclear complex.

Steam cleaning of sodium deposits

Now that most of the sodium coolant has been drained from the two Dounreay fast reactors in Scotland, a difficult job remains to remove the small amounts of inaccessible, but still hazardous, deposits

The two Dounreay reactors were the fast breeder type using alkali metal coolant; the Dounreay Fast Reactor (DFR) used approximately 130 tonnes of NaK, and shut down in 1977, while the larger Prototype Fast Reactor (PFR) used around 900 tonnes of sodium and shut down in 1994.

The primary coolant in the PFR was the first to be addressed (sodium being slightly easier to work with than NaK, as it is solid at room temperature and has slightly lower chemical reactivity). A dedicated sodium disposal plant (SDP) was constructed in the former PFR reactor turbine hall, and operated from 2004 to 2008 to process more than 1500 tonnes of sodium metal and a small quantity of NaK from the PFR. The SDP reacted small quantities of sodium with large amounts of aqueous sodium hydroxide which, following neutralisation with hydrochloric acid, produces salt water. The salt water passed through an ion exchange process (Cs-Treat) to remove traces of caesium-137 before it was discharged to sea.

To treat the NaK coolant from the DFR, a dedicated NaK disposal plant was constructed in the DFR sphere. This began operating in 2008 and last year (April 2012) completed its role to destroy 57 tonnes of primary (radioactive) NaK. An estimated 1000 trillion becquerels of caesium-137 was removed from the coolant during the chemical process, which again turned the liquid metal into 20,000 tonnes of salty water. Liquid metal was lifted in discrete 160 kg batches, the alkalinity neutralised with nitric acid, and the caesium extracted via ion exchange.

Another S. Korea nuclear reactor shuts down

A reactor at one of South Korea's largest nuclear plants shut down Wednesday, officials said, at a time of creeping public anxiety over safety in the country's nuclear industry.

The reactor, one of six at the Yeonggwang complex in the southwest of the country, shut down at 2:44pm (0544 GMT), a spokesman for the Korea Hydro and Power Co. told AFP.

"The cause of the stoppage is as yet unknown and investigations are underway. We don't know when it will resume operations," the spokesman said.

This report will be condensed, as there are to many variables in play right now, to go deep into facts and innuendo.

Yes the tanks are leaking. Why does this presuppose TEPCO to lift the situation to a Nuclear level 3 event?

Firstly let's discuss what a Level 3 event actually is (remembering that level 7 has NOT been downgraded regarding the site)

Level 3 Nuclear Event

Looking at the chart [at link], and TEPCO's non-disclosure and lying ability, we can see that level 3 still is under an 'incident' category, albeit the most sever.

What can occur here?

Non-lethal deterministic health effect (e.g., burns) from radiation.

Impact on defence-in-depth

Near accident at a nuclear power plant with no safety provisions remaining.

Lost or stolen highly radioactive sealed source.

Misdelivered highly radioactive sealed source without adequate procedures in place to handle it.

Examples:
THORP plant Sellafield (United Kingdom) – 2005.
Paks Nuclear Power Plant (Hungary), 2003; fuel rod damage in cleaning tank.
Vandellos Nuclear Power Plant (Spain), 1989; fire destroyed many control systems; the reactor was shut down.
San Onofre Nuclear Generating Station (United States), 2011; Ammonia leak. No evacuation called for.
So why now?

Given TEPCO's History of Non-Disclosure, it is always hard to discern fact from innuendo.

The alert level and immediacy of reporting the event, both to the Nuclear commission and the Mass media can lead to this line of thinking (again based on fact).

The tanks are a stop gap, emergency storage of highly radioactive substance solution.

They were made quickly (probably inexpensively)

They were mass produced using exactly the same methods and materials.

Where is the problem?

If one tank leaks, due to structural integrity? Then the same latent issue remains with the rest of the tanks.

The tanks were made from substances (rubber, metal cladding), that perform poorly with salted (sea), water and are stressed and wear due to the salinity.

There is no alternate place to store such highly toxic waste. (albeit it it is not waste in the true sense), moreover leakage from a destroyed nuclear plant x 4.

There are miles and miles of 'gaffer taped' hosing that pumps this waste to and from whichever place TEPCO deems it necessary to be, with little human intervention due to the highly radioactive environment.

Ground water Emergency

As can be seen in the above diagram [at link], if the tanks leak, it will be into the low lying water table which promotes the following issues.

Ground water is the water used in the Biological food processes, including plants, animals and humans.

Ground water seeps into the sea (regardless of retaining walls) and affects the oceans, ocean life, and life globally.

Water, in its natural process evaporates into clouds, rain furthering its reach globally.

Summary

In all, if the tanks leak, every effort to store what should be contained, is gone. Regardless of what is still being released, this adds X fold to the emergency.

The water table is life-giving, yet precarious, rising serious issues about the stability of the what is left spent fuel pools.

The dooms-day clock is indeed clicking over, and yet, they still have the arduous and dangerous task of removing the spent fuel. Where do they store that?

Indeed, a never before seen, Global man made catastrophe that our generation were sadly here to witness.

Hanford issues low-level nuclear alert [link to q13fox.com] BENTON COUNTY, Wash. — An alert was issued late Wednesday night at the Hanford Nuclear Site in southeast Washington for the lowest level emergency following the detection of radiation on Hanford’s grounds.

The low-level emergency was issued at 10:32 a.m. when higher than expected levels of radiation were found on a routine test of the C Tank Farm, indicating the “potential of a waste transfer leak.”

All operations were halted, and personnel were evacuated from the C Tank Farm area. Other affected facility personnel were instructed to take cover, or shelter in place.

TEPCO struggling to prevent more leaks

The operator of the Fukushima Daiichi power plant is struggling to stop radioactive water from leaking into the sea.

On Thursday, Tokyo Electric Power Company started pumping out highly contaminated water built up inside an underground tunnel.

The tunnel is about 60 meters from the sea, close to a building that houses the Number 2 reactor turbine. TEPCO estimates 210 tons of contaminated water is in the tunnel.

TEPCO has known about the water since immediately after the nuclear accident in March, 2011. It says it has only recently realized that the radioactive water had been leaking out to sea.

TEPCO says the work will be technically challenging and it doesn't know when it will be completed.

Nuclear regulator urges TEPCO to seek help

An official from Japan's nuclear regulator has urged the operator of the damaged Fukushima Daiichi nuclear plant to seek government help if it cannot handle the massive volumes of radioactive water on its own.

Nuclear Regulation Authority Commissioner Toyoshi Fuketa visited the plant on Friday. The move comes as the Tokyo Electric Power Company found on Monday that 300 tons of highly radioactive water had leaked from one of many storage tanks installed at the plant.

Fuketa inspected an area near the tank. He later told reporters that the utility had not considered the possibility of leakage from a tank and was ill-prepared. Fuketa also criticized the company for not keeping records of radiation levels near the tanks on a regular basis. He said such records would have helped workers notice abnormalities more quickly.

Tokyo Electric Power Co (TEPCO) also failed to keep records of inspections of the tanks, Nuclear Regulation Authority (NRA) Commissioner Toyoshi Fuketa told reporters after a visit to the nearby Fukushima Daiichi plant.

“Fundamentally, for a facility holding that kind of radioactive water, they did not take action that foresaw the risks of possible leaks,” Fuketa said.

“On top of that, and this is an impression I had before my visit, I can’t help but say that the inspections were careless.”

The Nuclear Regulation Authority on Friday criticized as lax Tokyo Electric Power Co.'s management of water storage tanks at the crippled Fukushima Daiichi nuclear power plant, after NRA officials visited areas where serious leakage was confirmed recently.

"The company has not left any record of inspections (of the tanks). I have to call this sloppy," NRA Commissioner Toyoshi Fuketa said.
