they can't prove he didn't declassify anything he had period. The is no bureaucrat rubber stamp or process required why? All power to declassify flows from the office of the president. Those agencies that can are granted their limited powers by the president's office to declassify. simply handling it as unclassified it will become declassified. As if using magic wand. The president's power to declassify is unfettered is akin to that of a king or God. NAVY vs Egan helps spell it out. presidents typically KEEP THIER CLEARANCE as well. Bush, Obama, trump all has a standing order on auto declassification too. As far as what is a private record, the president himself gets to decide that all by himself ruled Clinton V judicial watch.
