Why not? It was one of the most interesting periods... right before the initial Crash of 1929 that started the Great Depression... unemployment, poverty, and dismal conditions in the US... then the rise of fascism and World War II... if that wasn't an interesting period of time, then I don't know.

Electronic hearing aids were invented long before 1928, but were still hand-held devices at the time. While the woman does appear to be speaking into a device within and mostly shielded from view in her left hand, I think what we are actually seeing is her reacting with frustration as the hearing aid is malfunctioning. Not an odd thing to happen, nor a odd reaction. I can recall the same reaction from people when I was a child when their Beltones started "giving them the business".

When I read all the replies here, it seems you guys haven't realized that that person was NOT in the Charlie Chaplin film. If you listen to what the presenter says, he says that he found this scene on DVD2, under "Special Features," or "Extras," as he calls it (the Brits), and in the scene you see a window displaying a sign that announces the premiere of Chaplin's "The Circus." This is NOT a scene from the movie, it's a street scene in front of the theater where "The Circus" was about to debut... just like today, when they show you the Hollywood premiere of some big hit movie and all the stars attending. So that person walking by is not an extra, but a regular person on the street that day. So he/she may not have been really aware that they were filmed until they were right in front of the camera.
