A real leader, or leadership wouldn't threaten North Korea with Sanctions, and would threaten them at all really, if they did something that harmed the US, or could have potentially harmed US citizens, them drastic Expansive Military action would be taken Immediately to disarm the target and put them in their place and then quietly sitting back down.
