An interesting theory I came across and posted before was the correlation between New and Full Moon and Earthquakes specifically to CA and the east side of the ring of fire. A connection has been made higher probability of eq at predawn and dawn and within 36 hours of a full or new moon (before and after).

The last Mexico earthquake occurred on Oct 19, 2013 - M6.5 - 91km SW of Etchoropo, Mexico 2013-10-19 17:54:55 UTC.
Though it didn't occurr at predawn or dawn it did occurr in the 36 hour full moon period. The Last full moon was October 18, 2013

The Next full moon is tomorrow November 17, 2013 16:15 (GMT)

The website is back in Service for me and it appears to look normal and calm but they still have this posted,
NDBC is currently experiencing network issues. We hope to have the issue resolved soon.
