No. This method is often used, and is perfectly legal. The key is - if, after hypnosis, he remembers. Meaning hypnosis brings things to the surface. It's only useful if, after being IRL again, he actually does remember. The regressive memories are not useful in court. Only if he truly remembers once it has been brought out of his subconscious is it useful.

There is nothing illegal, immoral, or unethical here.

and while I find it shocking that there is support there for this it still does stipulate that the witness has to agree to these recovered memories after coming out of hypnosis for it to have any sort of standing in court. What I see happening here is Corsi refusing to collaborate these memories of meeting Russian agents and mueller and co. threatening him after the fact. I withdraw my and give you a point.

That method has also been proven to instill false memories under hypnosis that upon being released from the hypnosis the subject swears are true. Several years ago this method resulted in a lot of people being mis-charged with child molesting, later found out not to be true.

it looks like application of this in court is in child sexual abuse cases, a very narrow discretion and application.
