Only under ice-supersaturated conditions contrails can survive the initial jet- (20 s) and vortex-phases (ca. 2 min), to disperse then and spread by diffusion and wind shear into the atmosphere until it can only hardly be distinguished from natural cirrus clouds.
 
It is conceivable, but not yet proven, that also the aerosol emitted from jet engines can lead to cirrus formation later on, even when no contrail was formed initially.

In 2007, The World Meteorological Organisation (of the United Nations) published a statement that included “Guidelines for Planning of Weather Modification Activities.” This document clearly implicates the UN in plans to conduct aerosol spraying activities on a wide scale.

In a section of the Case Orange report dealing with 'the bare necessities of geoengineering through cloud generation for the survival of the planet' the authors state: “Our investigation team comes to the conclusion that climate control programs, controlled by the military but approved by governments, are silently implemented in order to avoid the worst case scenario they obviously do not want. The two basic instruments are temperature control through the generation of artificial clouds and manipulation of the ionosphere through ionosphere heaters.

“Both remain basically military combat systems with the option to go into the offensive if deemed necessary. However, since several ionospheric heaters are installed at various places around the globe, one can assume that there is wide cooperation between governments in order to reach climate targets by 2025: controlling the weather and the planet.” (my emphasis).

The spraying schemes seem to be organised in a logical pattern so that the whole of Europe is covered in a 3 day period. Coloured maps of Europe indicate when each regime is to take place.

In the report's section entitled “Recommendations”, the authors state: “Persistent chemtrails have a devastating impact on eco-systems on this
planet and to quality of life in general.” The authors call for the full disclosure of the current En Mod activities to the public, as well as for all civil aviation laws to be abided by."

I have really never figured out why the British authorities and NASA have requested help with the ID and study of persistent contrails. . . .Me thinks something does not make sense here . . .

1) With the satellite photos, ground based video and still photos, atmospheric data with constant monitoring, wind socks and weather stations everywhere . . . Why do they need people to look at them?

2) People have always been too unreliable in the past to be used as any type of data collectors except in the social sciences. . . .which the real scientists have always disdained . . .

3) "The Royal Meteorological Society and the Met Office are looking for volunteers to report persistent jet contrails for a climate survey in the UK.  The purpose will be to study the human impact on the climate.
The research will involve citizens to look up for jet contrails which could be changing the climate and must be documented with eyes on the ground as well as the movement of clouds to determine the direction of winds up above.  In addition school kids are being asked to blow bubbles to calculate wind direction and speed at the ground level to analyze how structures change the wind.". PLEASE!!!! . . .

Except for that pesky fact that no one is intentionally 'dispersing aerosols at altitude'...

That is the question. . . Is it not. . . They have in many ways, dispersed aerosols in the past for several reasons. . . They have always tried to coverup their actions, and when they finally admitted what they did it . . . It was years, sometimes decades after their activities. . . .

They are now denying that there is a program ongoing . . . They say it is all a Hoax. . . Can we believe their announcements? Or should we look to history for the answer?

Today's meeting will examine a tragic chapter from the cold war 
era — the many cases, where our government sponsored secret ex- 
periments on Americans in the name of national security. 

Last year, Secretary of Energy O'Leary revealed that during the 
cold war the government conducted widespread radiation experi- 
ments upon soldiers, school children, hospital patients, and other 
private citizens, many of whom had not volunteered to be experi- 
mental subjects. 

The radiation experiments are only part of the story. We have 
learned that during the cold war the Department of Defense and 
other government agencies also conducted chemical and biological 
warfare experiments on Americans, as well as tests with various 
drugs and incapacitating agents. 

Because of security concerns, subjects of the cold war era tests 
were often not informed that they were participating in an experi- 
ment, and in other instances were not fully informed of potential 
health risks. 

Including the radiation experiments, we have learned that nearly 
a half million Americans were subjected to some cold war era tests. 

In addition to being secret, this national security research was 
often conducted on individuals who had little choice in the matter, 
including members of the military, prison inmates, hospital pa- 
tients, and institutionalized individuals. 

In one case, we have evidence that in the late 1950's the Army 
Chemical Corps conducted a biological warfare test from an aircraft 
flying over Detroit and dispersing particles of a cancer-causing 
compound. Although the Army assured us there was no likelihood 
of injury, I am deeply concerned about usin|^ our citizens as guinea 
pigs, no matter how safe the Army might thmk a test is.
