The reality is if we lose 'instant contact' with one-another then we have no real way to warn, or cooperate with others due to the impending threat, perhaps related to the fall of the net.

Wifi and bluetooth are a great way to rig up networking, locally. Using radio like CB or HAM we can transmit data packets in a way akin to dial-up. We could use this method to link the networks, if there was a coordinated effort. I rather enjoy simple command line interactions. It feels more personal for some reason. Hehehe, and it's great for the Matrix fan in all of us. I'm currently working on getting a BBS type system running on my android phone and I can broadcast a wifi AP for a decent distance. Perhaps this method could be used.

If the net is down because of electricity issues then it's a whole other ballgame, however.

Keep some modem!
Some modern analog equipment, if theres still wires.
A dial-in pad and some multiplexers.

Otherwise some GPRS, UMTS, HSPA, EVDO, WiMax equipment to build your own local mesh networks.

I used dial-up billboards a lot before.

ummmmm, yeah that not possible. the internet is essentially a network of every computer on the planet connected together. the internet will only go down if all power on the entire planet goes down at the same time, which is extremely unlikely

If the Internet were to cease functioning today, the effect would be similar for many people. They grew up with ubiquitous communication, information at their fingertips and shopping at the click of a mouse. They'd be lost without e-mail and social networking sites (though I'm told instant messaging is so last week). And many of their businesses, online like their lives, would also come to a crashing halt. Customer lists consisting solely of e-mail addresses are singularly useless without e-mail, and online brochures and catalogs are simply computer wallpaper without the wherewithal to allow potential customers to browse them. And for software developers and others who rely on customer downloads and online credit card payments, the business world would come to an end until they completely rebuilt their business model.
