He talked, in order to stop the nuclear fuel keep melting out the vessels, Tepco had no other choice but cooling by water.

However the plant area is already full of the contaminated water. Now Tepco is literally “swamped”.

Mr. Koide also added that he has been stating Tepco should quit cooling with water since one year ago.

However from Tepco’s assumption, it is impossible to shift to air cooling because they can’t identify the exact locations of molten fuel.

TEPCO to build more storage tanks at Fukushima
The operator of the damaged Fukushima Daiichi nuclear power plant will build additional tanks on the site to store 100,000 tons of radioactive water.
Tokyo Electric Power Company revealed its revised storage plan at a meeting with government officials on Monday.
TEPCO had planned to build tanks to store a total of 830,000 tons of water by the end of fiscal 2014, which ends on March 31st next year.
Now the firm says additional storage should be ready in case the planned tanks are not enough to store all tainted water at the site.
It says the capacity may be exceeded if preventative measures, including frozen underground walls, do not work as well as planned.
Senior vice industry minister Kazuyoshi Akaba chaired Monday's meeting. He said the risk of radioactive water overflow can be avoided if the tanks are built on schedule.
He added his ministry will work to develop technology to decontaminate water.

Debris removal may have caused rice contamination
Rice paddies located about 20 kilometers from the Fukushima Daiichi plant were found contaminated with radioactive cesium blown by the wind.
The agriculture ministry called for plant operator TEPCO to take measures.
The Fukushima Prefectural government revealed that last year's harvested rice from 14 locations in the city of Minami Soma contained more than 100 becquerels of cesium per kilogram. This is beyond the government's safety limit. The contaminated rice has been removed.
The ministry says cesium was detected on the outside of the husk. Debris removal work conducted last August at the Number 3 reactor may be one of the reasons for the contamination.
TEPCO reportedly told the ministry it will use chemicals to stop dust from spreading during debris removal work. The utility said it will increase monitoring of the spreading dust.
Neither the ministry nor the utility told Minami Soma City officials the work at the plant may have contaminated the crop.
City officials say they were greatly startled. They said the ministry should have explained the matter to local authorities much earlier.
The ministry says it was going to report the finding after it determined the cause.
TEPCO is scheduled to conduct a large-scale debris removal work at Number One reactor. For this, it plans to disassemble covers which had been put to prevent the radioactive materials from spreading.

2,000 bombs a year? Japan’s plan to reopen nuclear reprocessing plant stirs concern

Reactivating a nuclear fuel reprocessing plant could provide Japan with enough plutonium to produce up to 2,000 atomic bombs a year, a US expert has warned. The “reckless” move could destabilize the region, as Japan’s neighbors rush to compete.

Henry Sokolski, executive director at the Nonproliferation Policy Education Center, urged the House Foreign Affairs committee to hinder the reopening of the nuclear reprocessing facility in Rokkasho, North Japan.

The plant itself was supposed to begin operations in October 2013, but its reactivation was delayed by new safety regulations. The operators of the facility, which, according to the IAEA, has an annual capacity of 800 tons of uranium, or 8 tons of plutonium, say it should be up and running by this October.

Allowing the reactivation of the plant would be “insulting” and “reckless,” especially when South Korea is not allowed to reprocess or enrich nuclear fuel, the US expert said, according to South Korean news agency Yonhap.

"If Japan ever decided to open its large reprocessing plant at Rokkasho, it would be producing roughly 2,000 bombs' worth of nuclear weapons-usable plutonium a year," Sokolski told the committee in a hearing last week. "This would almost certainly prompt South Korea to initiate nuclear enrichment or reprocessing of their own as a hedge or weapons option."

Sendai nuclear plant to clear safety hurdle Wednesday, regulator says

The Sendai nuclear plant in Kagoshima Prefecture is to clear an initial safety hurdle Wednesday, a key step in what is likely to be the gradual restart of an industry idled by the 2011 Fukushima disaster.

As Japan swelters through its first summer without any nuclear power in 40 years, Prime Minister Shinzo Abe’s administration is keen to start bringing the nation’s 48 reactors back online as the prolonged shutdown forces reliance on expensive fossil fuel imports.

All reactors have been shut for safety overhauls since the 2011 disaster.

The Nuclear Regulation Authority said Monday it will approve the upgraded design and safety features of the Kyushu Electric Power plant at a Wednesday meeting.

After this initial approval, the NRA will seek public comments for a month. Further on-site operational checks will be required, followed by the approval of local communities.

Experts largely expect the two-reactor plant to come online by the end of the year. The plant was fast-tracked for safety approval by the NRA in March.

"The State Department believes the U.S. should not bother taking the option of renewing its agreement with Japan even though we are insisting on doing so with our other key Asian ally, South Korea," he also said. "This is not only insulting to Seoul, but reckless."

Japan is currently building a nuclear fuel reprocessing plant in Aomori Prefecture. Once it begins operations, the plant will produce enough plutonium to make about 2,000 atomic bombs a year.
