I'm remembering the air traffic controllers during Regan years. He had to order them back to work or they would be replaced. A judge already ruled they had to work without pay, so walking out because of them not yet receiving their paychecks isn't going to work. But that fingerprinting notification is a very GOOD sign you'll be hired; usually you'll have an oral interview followed by formal acceptance and then the fingerprinting [BTW: I had to furnish two sets - one for the FBI and the other for local LE.... but that was over 25 years ago. Today they make take a third set for the DHS!]. Swearing to the oath is the final step... and we no sooner lowered our hands before the local Union Steward swept in to hustle new members!
