Yes, part of getting into orbit you end up with one end higher than the other. Then once at the highest point (apogee), you burn along the prograde (the direction your headed) and that in turn brings up the altitude of your lowest point (perigee). You use these maneuvers to "circularize" to the height you want with it even on both sides. We don't know what the flight profile of this satellite was, maybe this was the intended orbit, or maybe the satellite malfunctioned before it had a chance to circularize its orbit better.
