He is right, look here is its orbital altitude info:

Perigee: 505.5 km
Apogee: 588.5 km

As the satellite travels from the Apogee to the Perigee it will be descending in altitude. As it travels from the Perigee to the Apogee it will gaining altitude.

It has the DeltaV for a proper orbit, and it does not dip into the atmosphere to aero-brake. It is a stable orbit.

Yes, part of getting into orbit you end up with one end higher than the other. Then once at the highest point (apogee), you burn along the prograde (the direction your headed) and that in turn brings up the altitude of your lowest point (perigee).

You use these maneuvers to "circularize" to the height you want with it even on both sides.

We don't know what the flight profile of this satellite was, maybe this was the intended orbit, or maybe the satellite malfunctioned before it had a chance to circularize its orbit better.

They seem to name all their satellites the same thing= Kwangmyongsong-3 and they have had a few failures under this name. Maybe the name is jinxed and they should think up a new one.
