Though even with, on the fly improv to ensure it's not just bland linear progression was often the best fun. In one campaign not finished the players wanted to have their characters smoke weed, I allowed it but they had to source it and buy, also roll when toking (critical toke totally happened.) One player decided to kill a local dealer, so I had him stalked by the brother and crew of said dealer for that. Actually, I had the same player pay three different 'street people' for information and he was told three different things. :D Sneaky street people, only out for a quick buck. The audible sigh when the player realized, so satisfying. Sometimes it's the little things and player actions that builds the world, not just the DM's strict self inflating story time.
