Overview of active cesium contamination of freshwater fish in Fukushima and Eastern Japan
This paper focuses on an overview of radioactive cesium 137 (quasi-Cs137 included Cs134) contamination of freshwater fish in Fukushima and eastern Japan based on the data published by the Fisheries Agency of the Japanese Government in 2011. In the area north and west of the Fukushima Nuclear plant, freshwater fish have been highly contaminated.

For example, the mean of active cesium (quasi-Cs137) contamination of Ayu (Plecoglossus altivelis) is 2,657 Bq/kg at Mano River, 20–40 km north-west from the plant. Bioaccumulation is observed in the Agano river basin in Aizu sub-region, 70–150 km west from the plant. The active cesium (quasi-Cs137) contamination of carnivorous Salmondae is around 2 times higher than herbivorous Ayu. The extent of active cesium (quasi-Cs137) contamination of Ayu is observed in the entire eastern Japan.

The some level of the contamination is recognized even in Shizuoka prefecture, 400 km south-west from the plant.

Monju reactor faces long-term suspension over lax safety system

Japan’s nuclear watchdog will indefinitely suspend the use of the Monju prototype fast-breeder reactor over the operator’s disregard for safety that continued even after the Fukushima nuclear crisis raised concerns across the nation.

The Nuclear Regulation Authority's order will deal a further blow to Japan’s nuclear fuel recycling program, which has long been plagued by technical problems and scandals.

In the latest case, the Japan Atomic Energy Agency, operator of Monju, was found to have skipped inspections of nearly 10,000 pieces of equipment since 2010, including crucial devices in the safety and emergency systems at the plant, based in Tsuruga, Fukui Prefecture.

The company also violated its own safety regulations, according to the NRA.

“Even when the reactor is offline, things stand in such a state,” an NRA official said after an on-site inspection of the reactor in February. “We cannot possibly approve a restart.”

The NRA will not allow the Japan Atomic Energy Agency to restart Monju operations until it comprehensively reviews its safety management system. The agency also plans to order the company to inspect all equipment items and overhaul its inspection programs.

The NRA’s order will dash the Japan Atomic Energy Agency’s plan to resume Monju operations by March 2014.

Hiroshi Hiroi, chief of the Monju facility, told The Asahi Shimbun that it will be difficult to complete inspections of all equipment items by the end of the year.

As of the end of March, 1,956 pieces of equipment remained uninspected, according to the Japan Atomic Energy Agency.

Hiroi also said the company will be unable to overhaul its inspection programs until at least next spring, indicating that the Monju reactor will not be restarted by the end of fiscal 2013.

The Monju, which can produce more nuclear fuel than it consumes, is a core component of Japan’s nuclear fuel recycling program along with a spent fuel reprocessing plant in Rokkasho, Aomori Prefecture.

The program involves extracting plutonium from spent nuclear fuel and recycling it as fuel. Japan has spent nearly 1 trillion yen ($10 billion) on the Monju program, but problems continue to pile up.

Labor ministry disciplines 3 worker dispatch companies

The labor ministry warned three companies to get their act together after it emerged the firms illegally sent workers to the stricken Fukushima No. 1 nuclear power plant.

This was the first time that disciplinary measures have been handed out to companies dispatching workers to deal with the Fukushima nuclear disaster. The companies were ordered to improve their business activities.

The Nagasaki Regional Labor Bureau handed down the disciplinary measures to three companies based in Nagasaki Prefecture. They are Yamato Engineering Service and Sowa Kogyo, both of Sasebo, and Aguresu of Nagasaki city.

Between July and August 2011, Yamato sent 510 workers to install piping at the Fukushima plant, even though the dispatched workers law prohibits sending workers for such purposes.

Tokyo Electric Power Co., the operator of the Fukushima plant, contracted the work to a subsidiary of Hitachi Ltd. Some of the workers involved in the project were dispatched from more than one company, another violation of the law.

"We gave instructions to Yamato to take measures to prevent a recurrence, but it was difficult to investigate the employment conditions for subcontractors," a Hitachi official said.

Of the 510 workers, Sowa Kogyo dispatched 169 to Yamato and Aguresu sent the remaining 341. Another four companies were also involved, but they were not subject to administrative disciplinary measures apparently because they had not completed the proper paperwork required of companies that dispatch workers.

Wind-tidal power station planned off Saga Pref.

Researchers from a marine technology firm in Japan are preparing to install a groundbreaking hybrid power-generation system that simultaneously uses wind and tidal power.

The floating facility, designed by Mitsui Ocean Development & Engineering Company, will feature a wind turbine 47 meters above the sea surface.

Under water, the system will have a tidal turbine 15 meters in diameter.

The 2 turbines will be linked to a power generator and are capable of producing enough power for about 300 households.

TEPCO, fishermen divided over groundwater release

The operator of the damaged Fukushima Daiichi nuclear power plant has failed to persuade local fishermen on a plan to release groundwater into the sea before it seeps into the reactor buildings.

Tokyo Electric Power Company, or TEPCO, on Monday briefed the fishermen on its plan to dig 12 wells in the plant compound. Groundwater would be pumped from the wells and out to the sea nearby.

But the fishermen say some of their colleagues are worried because they can't know the difference between groundwater and contaminated water.

Alcohol discovered within Protected Area at Monticello Nuclear Power Plant

Workers at the Monticello nuclear power plant in Minnesota discovered a small bottle of alcohol within the Protected Area.  The seal ring on the bottle was broken and it was approximately 2/3 full.  The bottle was discovered beneath a deck structure to a temporary trailer that was being demolished by workers.

South Africa To construct New Nuclear Power Plants

VENTURES AFRICA – The South African government has signalled intent to pursue construction of a new nuclear power plants (NPPs) and increase the amount of nuclear-generated electricity in the country to 9.6 GW by 2030, a cabinet Minister said on Wednesday.

Public Enterprise Minister, Malusi Gigaba said the South Africa government has to make a decision this year.

The Minister said the nuclear propramme – Eskom would be the government’s operator- would drive up the industrialization in South Africa, Africa’s largest economy, if foreign investors chipped in. Gigaba also highlighted that the country cannot achieve its social and economic development objectives without energy.

Mitsui to invest in Brazilian hydropower project

Japanese major trading house Mitsui & Company says it will invest about 160 billion yen, or about 1.6 billion dollars, in the construction of a hydropower plant on Brazil's Amazon River.

The firm announced on Monday it will take a 20 percent stake in the Jirau Hydropower Plant in northern Brazil.

It would be the largest ever investment in hydropower by a Japanese trading house.

The Jirau plant will use 50 water turbines to generate power from the flow of the river.

Nuclear plant in Taiwan shown to media

A nuclear power plant under construction in Taiwan has been shown to the media amid rising safety concerns in the wake of the 2011 Fukushima nuclear accident.

The plant's operator, Taiwan Power Company, held a tour for media at the Lungmen nuclear power plant in New Taipei City on Tuesday. It will be Taiwan's fourth nuclear plant.

Reporters viewed the Japanese-made reactors, as well as the pools for fuel rod storage and the turbine generators.

The plant's completion has been delayed for more than 10 years, partly due to domestic political squabbling.

A survey conducted by a local TV station showed that about 70 percent of the respondents were in favor of suspending construction.

Regulatory panel delivers setback to restart plans for San Onofre nuclear plant

Southern California Edison's plan to restart the San Onofre nuclear power plant was dealt a setback today by federal regulators when it recommended the utility must go through a licensing review process before the plant can be restarted. Read the findings below.

The decision – if it stands – could potentially delay a restart of the facility for years.

Ever since San Onofre closed in January 2012, Edison has been trying to get the plant re-started as quickly as possible.

License To Expire In Late Sept, Renewal Process Will Take At Least A Year

TARRYTOWN, N.Y. (CBSNewYork/AP) — One of two reactors at the Indian Point nuclear plant north of New York City will soon be operating with an expired license.

Nuclear Regulatory Commission officials said Monday that the situation resulted in part from a complicated license-renewal process for nuclear reactors, the Journal News reported.

Indian Point 2's 40-year license expires on Sept. 28. NRC regional administrator Bill Dean said that’s at least a year before any decision will be made on whether to extend it for another 20 years.

Once touted as a successor, or at least a competitor, to carbon-based power, the nuclear sector has taken a beating as the momentum behind new projects stalls and enthusiasm for domestic fossil fuel production grows.

Across the country, plans to build nuclear plants have hit roadblocks recently—a sharp turn for a sector that just a few years ago was looking forward to a renaissance. These developments come as energy policy becomes increasingly focused on oil and gas.

In recent weeks, the Nuclear Regulatory Commission ruled against a proposed partnership between NRC Energy and Toshiba, citing a law that prohibits control of a U.S. plant by a foreign corporation.

Elsewhere, Duke Energy scuttled plans to construct two nuclear reactors in North Carolina, while California officials warned that two damaged reactors could be shut down permanently if the NRC doesn't take action to get the plants back online.

During the time the cover is open it is inevitable that more radioctive particles will escape the building. To mitigate this, Tepco will reduce the size of openings leading from the interior of the building (for example former stairwells) and will spray dust control agents during debris removal. Ventilation will be suspended for for the rebuilding work, but monitoring of radiation levels will continue.

As Reuters points out: ” Unlike some other compounds, radioactive cesium does not quickly sink to the sea bottom but remains dispersed in the water column, from the surface to the ocean floor. Fish can swim right through it, ingesting it through their gills, by taking in seawater or by eating organisms.. “

As CNN notes: ” Neither (of the scientists who tested the fish) thought they were likely to find cesium at all, they said. And since the fish tested were born about a year before the disaster, “This year’s fish are going to be really interesting,” Madigan said.

“There were fish born around the time of the accident, and those are the ones showing up in California right now,” he said. “Those have been, for the most part, swimming around in those contaminated waters their whole lives.”

In other words, the 15 fish tested were only exposed to radiation for a short time. But Bluefin arriving in California now will have been exposed to the Fukushima radiation for much longer.
